What is the MAS TDSR rule?
The Total Debt Servicing Ratio (TDSR) framework, introduced by MAS in 2013, caps total monthly debt obligations — mortgage plus all other loans — at 55% of a borrower's gross monthly income. For property loans, banks apply a 4% stress-test rate when computing the qualifying mortgage instalment, regardless of the prevailing SORA-linked rate. Most banks also cap loans at 75% LTV for a first residential property with no outstanding mortgages.

In practice, several factors shift the real picture: existing car loans, personal loans, or credit card balances reduce the TDSR headroom available for a mortgage. CPF Ordinary Account savings can fund part of the downpayment and ongoing instalments, easing the cash burden without changing the TDSR qualifying calculation itself. A dual-income household can combine both incomes for TDSR assessment, materially raising the qualifying threshold.
